CHANDIGARH: The Haryana government has allowed mixed land use, which will enable residential buildings in commercial zones notified in the master plan. Housing project developers can now build residential complexes in commercial zones, a move that would have an impact in areas of Haryana falling in the national capital region ( NCR), especially Gurgaon and Faridabad.
Though government claimed that the move is targeted at de-congesting the cities, opposition parties smelt foul play in the decision. Officials in Haryana's town and country planning department confirmed that the policy for mixed use of land has been approved with riders like minimum and maximum limit on area to be allotted for residential complexes.
According to the policy, projects will be allowed only on sector roads or 30-metre wide roads. Officials said that commercial license holders would be allowed to develop up to 50% of the area in Gurgaon-Manesar segment, 30% in Faridabad and 10% in Sonipat, Bahadurgarh and rest of Haryana.
Similarly, floor area ratio (FAR) has been fixed as applicable in general licensing and the licensee will have to advertise the units for attracting buyers.
A former bureaucrat and senior INLD leader, R S Chaudhary, has termed the decision as targeted to benefit vested interests, especially those directly linked with influential political families. "The move is certainly targeted at facilitating those who have got land in special economic zones (SEZs) in Haryana. Many SEZs have failed to come up and this move is targeted at facilitating their promotors. There is hardly any decision by this government which is meant for the common man or farmers. Hence this is not surprising us," Chaudhary said.
BJP MLA from Ambala, Anil Vij, said, "The decision is just another announcement. Else, the government has always acted as a facilitator for realtors. We even doubt the success claims of state's affordable housing policy."
