Haryana allows residential complexes in commercial zones

CHANDIGARH: The Haryana government has allowed mixed land use, which will enable residential buildings in commercial zones notified in the master plan. Housing project developers can now build residential complexes in commercial zones, a move that would have an impact in areas of Haryana falling in the national capital region ( NCR), especially Gurgaon and Faridabad.

Though government claimed that the move is targeted at de-congesting the cities, opposition parties smelt foul play in the decision. Officials in Haryana's town and country planning department confirmed that the policy for mixed use of land has been approved with riders like minimum and maximum limit on area to be allotted for residential complexes.

According to the policy, projects will be allowed only on sector roads or 30-metre wide roads. Officials said that commercial license holders would be allowed to develop up to 50% of the area in Gurgaon-Manesar segment, 30% in Faridabad and 10% in Sonipat, Bahadurgarh and rest of Haryana.

Similarly, floor area ratio (FAR) has been fixed as applicable in general licensing and the licensee will have to advertise the units for attracting buyers.

A former bureaucrat and senior INLD leader, R S Chaudhary, has termed the decision as targeted to benefit vested interests, especially those directly linked with influential political families. "The move is certainly targeted at facilitating those who have got land in special economic zones (SEZs) in Haryana. Many SEZs have failed to come up and this move is targeted at facilitating their promotors. There is hardly any decision by this government which is meant for the common man or farmers. Hence this is not surprising us," Chaudhary said.

BJP MLA from Ambala, Anil Vij, said, "The decision is just another announcement. Else, the government has always acted as a facilitator for realtors. We even doubt the success claims of state's affordable housing policy."

Housing projects can now come up in Gurgaon's commercial zones

CHANDIGARH: In what will give a boost to construction activity in NCR, particularly Gurgaon, the Haryana government has decided to allow mixed land use in commercial zones notified in the master plan. The government's move will allow realtors to build residential properties in commercial complexes.

Officials in the state's town and country planning department confirmed that the policy for mixed land use has been approved, but with riders on minimum and maximum limit of an area to be allotted for residential complexes.

So far, licences in designated commercial zones in development plans have been granted exclusively for integrated commercial complexes but under the new Mixed Land Use (Commercial/Residential) Licensing Policy, these complexes can now house residential properties.

According to the policy, projects will only be allowed on sector roads or 30-metre wide roads. The minimum area of the project has to be 10 acres. Officials said that commercial licence holders would be allowed to develop up to a maximum of 50% of the area in the Gurgaon-Manesar segment, 30% in Faridabad and 10% in Sonipat, Bahadurgarh and rest of Haryana.

The project site should also have an existing approach road, while it should be approachable from the proposed sector roads in future.

The maximum permitted floor area ratio (FAR) of a project has to be in accordance with the present licensing policy. While the maximum FAR for the residential component cannot exceed one third (33.3%) of the maximum permissible FAR of the project and the remaining two-third (66.7%) must be used for commercial purpose.

The policy doesn't allow independent residential plots to be carved out in commercial zones.

The FAR has been fixed as applicable in general licensing and the licensee will have to advertise the units to attract buyers.

The opposition has, meanwhile, hit out at the state government, which claims the move is aimed at decongesting the cities.

Senior INLD leader and former bureaucrat R S Chaudhary has said the government's decision is aimed to benefit the vested interests, especially those having links with influential political families. "The move is certainly targeted to help those who have got the land in the special economic zones (SEZs) in Haryana, which have failed to come up. The government's move doesn't benefit the common man at all," Chaudhary said.

Affordable housing scheme gets maximum response from Gurgaon

Of the 56 applications the Haryana government recieved from builders for the construction of housing projects under its Affordable Housing Policy, 48 are from Gurgaon.

The state government notified the policy on Monday and invited developers to apply for the scheme, which aims at providing affordable housing units to persons belonging to economically weaker sections.

On the very first day, 56 realtors submitted their applications. The huge response from Gurgaon builders indicates that there’s a huge demand for affordable houses in the city.

Of the rest, six applications were received from developers in Faridabad and one from Jhajjar and Karnal each.

According to experts, the policy would help checking illegal constructions and also act as a breather for the otherwise sluggish real estate market.

“The policy will rekindle hope for the common man, as it has a provision for higher population density norms of 850-900 people per acre as against the prevalent figure of 300,” said National Real Estate Development Council (NAREDCO) president Navin Raheja.

The policy was cleared by the Haryana cabinet on August 6 during a meeting held by chief minister Bhupinder Singh Hooda in Chandigarh.

For a city like Gurgaon where a two-bedroom apartment sells for anywhere between Rs. 75 lakh and Rs. 1 crore, the new policy has brought a ray of hope for people of low income groups as they would be able to buy a 300 sqft house for as low as Rs. 12 lakh through draw of lots. The price for a 645 sqft flat would come to about Rs. 25 lakh.

As per its terms and conditions, the policy allows developers to construct and sell small housing units — measuring between 300 sqft and 645 sqft — in the economically weaker section (EWS) and low income group (LIG) category.

The maximum allotment rate for the apartment units approved under such projects will be — Rs. 4,000 per sqft of carpet area in Gurgaon, Fairdabad, Panchkula and Pinjore-Kalka; Rs. 3,600 per sqft for other high and medium potential towns and Rs. 3,000 per sqft for the remaining low potential towns.
